This program is written in Microsoft Visual Basic, and in order to run it on your computer you must be running Windows 3.x and have the Visual Basic run-time file VBRUN100.DLL in your Windows subdirectory. VBRUN100 .DLL is provided as part of the Visual Basic environment, and as per page 76 of the Microsoft Visual Basic Programmer's Guide, "no additional license or payment to Microsoft is necessary to distribute copies of the run-time file."
You should be able to find a copy of this runtime module (if you don't already have it) on this system in the download section, or check the MSLANG forum download libraries on CompuServe.
